• 4 non-U.S. citizens in Philadelphia have been charged with voting in the 2024 election
  • 3 of the defendants were lawful permanent U.S. residents
  • The defendants each face a maximum possible sentence of a fine, one year in prison, or both if convicted

Philadelphia, PA — Four non-U.S. citizens from Philadelphia, including three lawful permanent residents, have been charged by federal authorities with voting in the 2024 election.

The four defendants are citizens of Pakistan, France, and Portugal, according to federal prosecutors.

The following people have been charged with voting by an alien during the 2024 election:

  • 50-year-old Jamil Ahmad, who, at that time, was a citizen of Pakistan and a lawful permanent resident of the United States.
  • 47-year-old Nighat Jamil, who is a citizen of Pakistan and a lawful permanent U.S. resident.
  • 48-year-old Hacina Saadi, a citizen of France and an illegal alien.
  • 54-year-old Paulo Silva, a citizen of Portugal and a lawful permanent U.S. resident.

It is alleged that the four, despite knowing that they were not United States citizens, knowingly voted in an election held in part for the purpose of electing a candidate for the office of President, Vice President, and Presidential elector.

United States Attorney David Metcalf said in a statement, "Our democracy belongs to the American people and no one else. We will continue to prosecute every instance of non-citizen voting that we encounter."

If convicted, they each face up to one year in prison.

These cases were investigated by Homeland Security Investigations and the FBI.

The public is reminded that charges are accusations and all persons are considered innocent until proven guilty in a court of law.
