Manchester Township, NJ, Man Indicted on Child Sexual Abuse Material Counts

Toms River, N.J. — An Ocean County man has been indicted on charges of distributing and possessing child sexual abuse material after investigators say they traced online activity to an IP address associated with a Manchester Township residence and a Kik Messenger account.

On Wednesday, 38-year-old Phillip Ommundsen of Manchester Township was indicted by an Ocean County Grand Jury on three counts of distribution of child sexual abuse material and one count of possession of child sexual abuse material.

He was charged on October 21st of last year and served with the complaint-warrant by Homeland Security Investigations agents at the Jefferson County Jail in Pennsylvania, where he remains held.

The Ocean County Prosecutor's Office said their case began with a cyber tip from the National Center for Missing and Exploited Children to the New Jersey State Police Internet Crimes Against Children Task Force, reporting that someone was sending and receiving child sexual abuse material online.

The prosecutor's office's High Tech Crime Squad allegedly traced the activity to an IP address associated with a Manchester Township residence and a Kik Messenger account. Further investigation led detectives to find images and videos of child sexual abuse material that authorities say had been uploaded and sent by Ommundsen via Kik.

During the investigation, detectives learned Ommundsen had been arrested in Reynoldsville, PA, on an unrelated charge and was incarcerated there.

His cell phone was being held in evidence by the Reynoldsville Police Department. Detectives obtained a court-authorized search warrant to retrieve and examine the phone. A forensic examination revealed child sexual abuse material and a Kik Messenger account belonging to Ommundsen, according to authorities.

The public is reminded that charges are accusations and all persons are considered innocent until proven guilty in a court of law.
