It likely already is happening … however, if it is not … The Atlantic County Prosecutor’s Office must expand the Marty and La’Quetta child abuse criminal probe to include the Atlantic City alternative high school … officially known as the Atlantic City Seashore Leadership Academy.

The Principal of the Atlantic City alternative high school is named Ray Strickland.

Strickland is named in a Tort Claim Notice that has been filed on behalf of a student, who is described as EL in Atlantic County Prosecutor’s Office documents.

David Castellani filed the Tort Claim Notice on behalf of EL, at this time in the amount of $ 2 million dollars.

Marty Small, La’Quetta Small, The Atlantic City Board of Education and the Atlantic City Seashore Leadership Academy are all named in the Tort Claim Notice.

The Seashore Leadership Academy is Atlantic City’s alternative high school, located in Galloway Township.

The Tort Claim Notice alleges that Marty and La’Quetta Small involved Strickland in a scheme "to attempt to confiscate and/or destroy evidence in (EL’s) possession implicating the Smalls in potential criminal conduct, including abuse.”

The student alleges that he was kept out of school for about 1 month because of this alleged scheme.

We have learned that this involves EL’s IPad, which has recordings of alleged physical violence of a minor child, at the alleged hands of her parents, Marty and La’Quetta Small.

The Atlantic County Prosecutor’s Office now has possession of EL’s IPad.

EL allegedly refused to turnover the IPad to Strickland at the Atlantic City Seashore Leadership Academy, which allegedly was a condition for him to be able to return to school.

If EL’s allegations are true … Ray Strickland could find himself in the same company as Constance Days-Chapman, who currently faces the following:

CONSTANCE DAYS-CHAPMAN, Atlantic City High School Principal is criminally charged with:

  • second-degree Official Misconduct.
  • third-degree Hindering Apprehension of
  • Another.
  • fourth-degree Obstruction of Justice.
  • disorderly persons Failure to Report Child Abuse.

MARTY SMALL, Mayor of Atlantic City is criminally charged with:

  • 2nd degree endangering the welfare of a child.
  • 3rd degree aggravated assault
  • 3rd degree terroristic threats
  • disorderly persons simple assault.

LA'QUETTA SMALL, Atlantic City Superintendent of Public Schools is criminally charged with:

  • 2nd degree endangering the welfare of a child.
  • 3 separate counts of disorderly persons simple assault.

The Tort Claim Notice also reveals that EL was transferred to the alternative school from Atlantic City High School "without basis or cause for the same and denied transfer back to Atlantic City High School.”

The Tort Claim Notice also alleges that minor child EL confronted Marty and La’Quetta Small about the alleged child abuse of their daughter, who was his girlfriend.

Marty Small also filed a criminal charge against EL, which was dismissed for a lack of evidence, according to Castellani’s legal filing.

The Tort Claims Notice also alleges that Marty Small "attempted to back date the charges for malicious purposes."

EL also alleged that Marty Small had him fired from his job.

The Tort Claims Notice is very disturbing and it includes the following long list of alleged injuries suffered by minor child EL, including:

  • negligence
  • intentional infliction of emotional distress
  • prosecution
  • malicious abuse of process
  • violation of his civil rights
  • the right to Free Appropriate Public Education
  • retaliation
  • fraudulent destruction and/or concealment of evidence
  • tortious interference with prospective economic advantage
  • fraud
  • intentional misrepresentation
  • hostile school environment

Marty Small, La’Quetta Small and Ray Strickland have not as yet commented about these allegations.
