On February 9, 2022, John Devlin was removed from his position as Chairman of the Atlantic City Municipal Utilities Authority by a 4-3 vote of the Atlantic City Council.

The matter has been settled by an independent mediator … but, still needs to be approved by City Council and Mayor Small.

All of this is a waste of taxpayer dollars.

Devlin’s Removal From The Board

At the time, according to Devlin and his attorney David Castellani, they believe that this is the first time in American history that a Municipal Utilities Authority board member has been removed from office.

The Political Retaliation Against John Devlin

Devlin's fate was sealed before his Atlantic City “Star Chamber" prosecution even began.

A Star Chamber was an English court of civil and criminal jurisdiction that was developed in the late 15th century, for the purpose of charging and trying those cases which affected the interests of The King.

In this case, “The King” was Atlantic City Mayor Marty Small.

It was noted for its arbitrary and oppressive judgments and was abolished in 1641.

I obtained the only public comment from Devlin on February 10, 2022, following the 4-3 vote to oust him.

At The Time, John Devlin Said …

The outcome was disappointing but expected- I won every point of their frivolous allegations yet lost the vote 4-3. Moving forward I will be consulting with my attorney in next few days and will decide on what direction to take, said Devlin.

A Lawsuit By Castellani Was Promptly Filed

Against Marty Small and others.

Despite the pending resolution of this case … Devlin still has a massive lawsuit versus Small, the Atlantic City Board of Education and others for his removal from The Atlantic City Board of Education and others.

John Devlin’s Public Safety Career

Devlin is a career retired Atlantic City police officer. A more than 20-year current member of the Atlantic City Board Of Education, where he was the dean of the board.

Then Atlantic City Council President George Tibbitt Drops Devlin Blockbuster

Marty Small led a political retaliatory effort to have Devlin removed from the Atlantic City Municipal Utilities & The Board of Education.

This resulted in Council President George Tibbitt declaring on-air, that "Mayor Marty Small lied to us and John Devlin is owed a public apology"... Which Tibbitt did provide to Devlin on-air.

It was so completely unacceptable what Small had done to Devlin, that Tibbitt publicly apologized to Devlin ... despite knowing full well that Devlin has a massive lawsuit pending against Small, other city employees, and the City of Atlantic City.

Will Atlantic City Council & Mayor Small Approve The Devlin Settlement?

If past is prologue, Small will not approve this settlement prior to his November 4, 2025 re-election bid.

Small Will Face His Criminal Trial

Marty Small and his wife, La’Quetta Small have been indicted for child abuse.

Marty Small has also been indicted by a second Atlantic County grand jury for alleged witness tampering.
